Yes, felt-soled wading boots that are cleaned and dry are permitted for fishing in Wyoming with the exception of Yellowstone National Park. If not cleaned and dry, felt-soled boots can result in the  introduction or spread of aquatic invasive species. The absorbent felt material on the sole of these boots if not cleaned and dried can harbor small organisms like the New Zealand mud snail, which are non-native to Wyoming waters and may cause harm to native aquatic organisms and fisheries.

Rubber-soled wading boots provide a popular alternative. These boots are much easier to clean and can be fitted with optional metal studs to improve traction in slippery rivers. If you choose to wear felt-soled boots outside of Yellowstone National Park, be extra cautious when moving between waterbodies. Wading boots should always be cleaned of all mud and debris and allowed to dry completely before hitting the water again.
