The Flaming Gorge Reservoir is in Wyoming and Utah. Because the two states share the water, they agreed to develop a reciprocity agreement as a benefit to their residents. With a reciprocal stamp, residents from either state can fish the Gorge in the neighboring state for less than purchasing most nonresident licenses. Only residents of Wyoming and Utah can purchase a reciprocal stamp.

Not everyone needs to purchase a stamp to fish the Gorge. Here are the instances:

  • A Wyoming resident who plans to fish the Utah portion of the Gorge and you do not possess a valid Utah nonresident license.  
As a Wyoming resident you may purchase the Utah reciprocal stamp from a Utah Division of Wildlife Resources vendor.
  • A Wyoming resident who is only fishing in Wyoming. 
  • A Wyoming resident with a valid  three-day, seven-day or annual Utah nonresident fishing license.
  • A Utah resident who plans to fish the Wyoming portion of the Gorge and you do not possess a valid Wyoming nonresident license.  
As a Utah resident you may purchase a Wyoming reciprocal stamp from a Wyoming Game and Fish Department vendor.
  • A Utah resident who is only fishing in Utah. 
  • A Utah resident with a valid Wyoming nonresident fishing license. 
 

Other points to keep in mind:
  • While annual fishing licenses in Wyoming and Utah are good for 365 days from the purchase date, the reciprocal stamp is only valid for the calendar year of the purchase. 
  • You must possess a resident fishing license in Utah or Wyoming to purchase a reciprocal stamp.
  • The stamp is only valid for Flaming Gorge Reservoir and does not permit the license holder to fish any other water.
  • The stamp is only available for Wyoming or Utah residents. A nonresident angler from any other state must possess license(s) for the state(s) in which they fish.
