The Whalen Diversion PAA is located 7 mile east of Guernsey on Goshen County road 3. The Wyoming Game and Fish Commission has managed the area since 1962 on the 4 acre area for the access to the North Platte River. One parking areas provide access to approximately 9 miles of river access for fishing downstream from Guernsey PAA to Whalen Diversion. The river provides quality fishing year round for an abundance of brown and rainbow trout, Walleye, and channel catfish. Water over private lands is public, but river banks and land under the river are private. If your boat is anchored while on private land, you are in trespass violation. It is illegal to beach a watercraft without permission from the landowner.
