Cow Creek Mountain PAA is located 79 miles north of Laramie off the Esterbrook Road. The Wyoming Game and Fish Commission have manage the area since 1995 for public access to USFS and OSLI lands. There is one parking area and provides hunting access to approximately 12,000 acres of the Medicine Bow National Forest and state land.
