The area was purchased in 1948 and is located 1 mile South of Woods Landing. The area comprises 640 acres of fee title, and 140 acres, which are public fishing easements across private property. There are two parking areas, one of which is developed with an outhouse and primitive boat launch. The Jelm area was purchased primarily as winter range for mule deer. The additional fishing easements provide year round public access to two miles of the Laramie River across private lands. The area provides hunting access and fishing access year round.
