Fish the Protected Flows and a Earn a Cap - X-Stream Angler Program
X-Stream Angler Program

Fishing the Middle Fork of the Powder River

CHEYENNE - Go fishing in streams with protected flows and you can receive a cap promoting the opportunity to protect stream flows courtesy of the Wyoming Game and Fish Department.

Wyoming’s instream flow law was created in 1986 and has since been used to protect water in streams for trout on 130 sections of streams around the state. To create awareness of the law and places where it’s been used to protect important stream fisheries, the department launched a new program on July 1 called the X-Stream Angler Program.

Folks who fish three of these stream segments, have their photo taken, and submit an official application will receive a poplin baseball cap with the program logo. Or, if they fish seven of the stream segments the Game and Fish Department will send them an upscale oil-cloth cap.

“We started the program to increase the awareness of Wyoming’s instream flow law and encourage anglers to visit some of the streams where we’ve secured instream flow water rights on their behalf,” said Tom Annear, water management supervisor for the Game and Fish.

There is no deadline to visit the streams and submit the application, but there is only a limited supply of caps, so anglers are encouraged to check out the new program and start fishing for a cap soon.

“Securing needed flow on these streams under the state’s existing water law is one of the most cost-effective ways to maintain important habitat for native cutthroat trout and other fish and provide angling opportunity for future generations,” Annear said.

Information about the X-Stream Angler Program, including the list of instream segments and how to reach them, is available at or by calling Annear at (307) 777-4555. Information is also available by picking up a copy of the July-August Wyoming Wildlife News at license agents or Game and Fish offices across the state.
