Keyhole Markup Language (KML) is a file used for expressing geographic annotation and visualization within internet-based mapping programs (Google Earth). It allows the user to view boundaries, facilities, etc… in a 3D format.
KML files can also be imported onto certain GPS devices to allow the user to view this data while in the field. Please refer to your GPS documentation for more info on this.
How to View KMLs in Google Earth
Click on the KML icon link for the desired species. This will take you to the Wyoming Game and Fish Department’s Open Data website for that species. Under the map on the right hand side there will be a dropdown that says Download. Click on Download and under "Filtered Dataset" select KML.

If you want to download all hunt areas for that species, which is a much larger file, select KML under "Full Dataset".
