Q. Do youth need a federal duck stamp to hunt waterfowl?
A. It depends on the age of the youth. Young hunters under 16 years of age do not need the Federal Migratory Bird Hunting and Conservation Stamp (duck stamp). Also, Wyoming youth under 14 years of age do not need a bird license or HIP (Harvest Information Program) permit. The HIP permit is only required of licensed hunters, so if the youth is of the age where no license is required, no HIP permit is needed.
